With the miniaturization of the technological devices and the vast catalogs available online, the scams to pass exams and competitions of various kinds – from theory from the driving license to the university tests – have increased exponentially in recent years. They are continually introduced into classrooms invisible earphones, microcameras “disguised” as clothing buttons, smartphones, smart glasses and similar devices, connected to Internet or perhaps to accomplices who provide the answers from the outside. In light of increasingly advanced and miniaturized technologies, it is not always easy for those who monitor to find the “crafty“who have not studied. Since the phenomenon is significantly amplifying in the classrooms where the courses are held theoretical exams of driving licenses – it is estimated that it involves up to one in ten candidates in large cities – the Ministry of Transport he decided to take action. With the Budget law 2025 funds had been allocated for the purchase of jammerstools capable of “blocking” the frequencies of unauthorized devices; now, with the recent circular 3098 of January 30, 2026, action was taken.
The jammers purchased, in fact, will be gradually purchased from now on installed in 130 classrooms of the Civil Motorization scattered throughout Italy, thus stamping out this widespread scam attempt, which also represents a significant risk for the public safety. People capable of operating a vehicle but who don’t know the road signs or how to behave in certain circumstances, can in fact represent an obstacle to traffic at best, or a danger potentially deadly in worst-case scenarios.
What are jammers
But what exactly are these jammers? As we said in a previous article, there are various types: from the cheap ones, which cost a few tens of euros and can also be purchased in the most popular online stores, to professional devices sold in specialist shops which can cost up to different prices tens of thousands of euros. Their purpose, in very simple words, is to disturb the frequencies of devices that you want to make non-functional, such as WiFi3G, 4G5G, LTE, Bluetooth, GPS and other bands. In practice, jammers emit radio signals at high power with frequencies that overlap with those to be hit, saturating them and preventing the device from communicate with the network (because it no longer distinguishes the “good” signal from the disturbed one). In this way a micro camera cannot send Images and a phone cannot surf the internet; this effectively cuts off any scam attempt based on these devices. These systems are so effective that they can even interfere with electromedical instruments and other life-saving devices, such as digital cardiac Holters, systems that measure glucose and blood pressure, hearing aids, devices to detect seizures and the like. Therefore, people who carry them can present the medical documentation which exempts them from taking the exam in a classroom subjected to jamming. It seems that similar systems have been used to disturb the satellite navigation of the plane of the President of the European Commission Ursula von der Leyen arriving at Plovdiv airport (Bulgaria) on 31 August 2025: the pilots still landed without problems in manual mode.
