The draft bill follows a trend we have already seen. In recent months several countries have begun to prevent access to social networks to younger users. The first case was registered in Australia: here the December 10, 2025 a law has come into force that prevents access to social networks to users who have not yet turned 16. In Italy, at least according to the first drafts, the ban would reach those who have not yet completed their studies 15 years. Now in most services this threshold is set at 13 years oldeven if the control systems are often not very effective.

In an article published in the last few hours the journalist Simone Canettieri explains that he has viewed the draft of a bill where we talk about “providing suitable tools to prevent access to social networks and video sharing platforms”. Specifically, the bill would be discussed in a meeting with several ministersincluding the Minister of Education Giuseppe Valditara and the Minister for Equal Opportunities and the Family Eugenia Roccella.

It is a very broad definition, within which we can also put WhatsApp, Telegram and even YouTube. Still on a technical level, Netflix and Amazon Prime are also platforms intended for video sharing. The bill is certainly the result of the last news cases. On March 25 in Trescore Balneario, in the province of Bergamo, a 13-year-old boy entered school with a smartphone attached to his neck which was broadcasting Telegram live. He stabbed his French teacher and then tried to escape. On March 30, a 17-year-old boy was arrested in Perugia on charges of planning a school massacre. Both had ties to Telegram groups and violent fandoms active on the internet. Actions on online pornography
We have already seen theapplication of a similar provision. It happened with the pornography. Just in recent weeks we have seen the closure of the first two sites based in Italy which have not applied the rules to limit access to platforms with pornographic material. According to AgCom, there are around 50 sites involved. The first to be closed were the Italian ones but in the coming months the same measure will be applied also to foreign sitesincluding the most famous ones like YouPorn and Pornhub.
